The Horizon Oil Sands project in Northern Alberta is doubling its workforce while trying to keep a lid on rising costs. Methods of keeping down the price tag on the massive project include using modular structures built in nearby Edmonton, as well as using its own mine equipment rather than relying on contractors. A mix of union and non-union labour is being used on the site.
